Stealing from the heroes at Tsibli rehab center: A new low

Five people in Kyiv Oblast managed to turn a veteran rehabilitation center renovation into their personal piggy bank.

It turns out some people think a facility for war veterans is the perfect place to run a grift. A group including a state enterprise director and a former clinic head decided to pad their pockets while 'renovating' the Tsibli rehab center.

The scheme was classic: they inflated the costs of roofing, fences, and pipes. But the real kicker? The director also fictitiously employed his buddies just so they could get the military draft exemption status reserved for actual workers. They managed to skim over 2 million UAH before the Kyiv Regional Prosecutor's Office caught up with them.

Some people will literally do anything to avoid the frontlines, even if it means screwing over the guys who are actually there.
