It is not a total blackout, just a polite suggestion to embrace the darkness for a few hours in the morning and evening. Because nothing says productive morning like double-checking the local schedule before making coffee.

Civilization is apparently a subscription service that gets throttled whenever the neighbors feel like throwing a tantrum.
