Ukraine’s 2027 Budget: Defense Swallows 44% of GDP

The Ukrainian government just submitted its 2027 draft budget, and it basically confirms that peacetime economics is still a distant fantasy.

The cabinet handed its 2027 budget plan over to the Verkhovna Rada, with Prime Minister Serhii Koretskyi breaking the blunt reality: the war is getting exponentially more expensive.

A staggering 4.9 trillion hryvnias is allocated strictly for defense, gobbling up roughly 44% of the entire projected GDP. Domestic tax revenue covers only a fraction of that astronomical sum, leaving survival math heavily dependent on foreign partners providing at least another trillion in hardware and ammo.

Some resources were carved out for civil life: education gets 328.5 billion hryvnias, healthcare lands at 292.5 billion, and business aid nearly doubled to 96 billion to offset air-strike disruptions and backstop war risk insurance.

The national balance sheet is effectively an army payroll running a tiny side gig in civilian governance.
