Police investigators have identified 159 illegal detention facilities across occupied territories and inside Russia, revealing a giant machine built for systematic abuse. Over 1,000 individuals involved in illegal detention and torture have already been identified, with formal charges issued against 120 of them — including a prison warden in Perm Krai whose facility caused the deaths of Ukrainian journalist Viktoriia Roshchyna and mayor Yevhen Matveyev.
Instead of treating these as isolated crimes, investigators reconstructed the exact chain of command from the guards holding the keys to the officials signing the transfer orders.
