The Economic Security Bureau, BEB, just exposed a group that saw school and military bomb shelter procurements as a personal piggy bank. The total damage to the state budget reached over 47 million UAH. Instead of properly protecting children and troops, these modular shelters mainly served to shield someone's private bank account from inflation.
