Berehove Draft Office Trapped Hundreds With Valid Exemptions

When military recruiters decide official deferments are mere suggestions and locked gates are the law of the land.

Ukraine’s human rights ombudsman Dmytro Lubinets paid a visit to a regional draft office in Berehove, uncovering what he described as a mass hostage situation. Recruiters were unlawfully detaining hundreds of men inside, wiping out their official deferments on the spot with zero legal grounds.

Staff skipped committee meetings and proper protocols entirely, opting instead to stamp forged reports, alter state database records, and lock the gates. On top of having their legal papers erased, those trapped inside were subjected to terrible conditions — no clean drinking water, no bedding, filthy toilets, and only an outdoor summer shower.

The regional enlistment command responded by promising an internal review and uploading photos to claim conditions weren't actually that bad.

Official criminal referrals for unlawful imprisonment and document forgery have already been sent to military prosecutors.
